Provenance, entitlement and refresh behaviour for every source family, and the evidence families each is expected to carry.
A source family is architectural, not regional. A regional adapter is one family among several; no family is the shape of the system, and the interface must never assume one is.
The primary global family. Serves every region without a dedicated adapter, including USA and Canadian races returned through global endpoints.

Registered and dormant. The dedicated add-on is not currently entitled, so these endpoints are never called. Entitlement would move this family to entitled-unverified automatically, with no architectural change. USA and Canadian races remain reachable through the core family meanwhile.

Four entitlement states exist, and the gap between the second and the fourth is the point:
A system that treated entitlement as admission would begin publishing from a newly purchased source the moment the payment cleared, with no evidence that its records agreed with anything already in the archive. Acquiring a source is a commercial event; trusting it is an evidentiary one.
What a source can supply, reported against a fixed denominator so a count can never be read as a score.

Coverage is always reported as “n of 12” against this fixed list, never as a bare percentage and never as a rating. A race with eight families available is not a race scoring eight out of twelve.
